Protecting the workforce while ensuring energy continuity: COVID-19 interventions at National Power Corporation–Mindanao Generation
Abstract
The COVID-19 pandemic highlighted the need for essential industries to maintain operations while protecting their workforce. This study examines the response of the National Power Corporation–Mindanao Generation (NPC-MinGen) in the Philippines, which ensured uninterrupted hydroelectric power delivery while safeguarding 470 employees. Using an input–process–output framework and mixed methods, data were collected through risk assessments, surveys, interviews, and focus group discussions across seven plant complexes. Results showed that over 60% of employees were at elevated risk due to age, pre-existing conditions, or job requirements. NPC-MinGen adopted alternative work arrangements, strict health protocols, vaccination campaigns, transportation support, and isolation facilities. From September 2020 to March 2021, 81 cases were documented and managed according to health guidelines, with reintegration supported by medical clearance and psychosocial care. The findings underscore the importance of organizational resilience, occupational health measures, and epidemic preparedness for essential industries worldwide.
